Rhwystro, ayb. swyddogion
12.—(1) Bydd unrhyw berson sydd—
(a)yn fwriadol yn rhwystro unrhyw berson sydd wrthi yn gorfodi neu'n gweithredu Rheoliad y Cyngor neu'r Rheoliadau hyn, neu
(b)yn methu, heb achos rhesymol, â rhoi unrhyw gymorth i unrhyw berson sydd wrthi yn gorfodi neu'n gweithredu Rheoliad y Cyngor neu'r Rheoliadau hyn neu unrhyw wybodaeth y gall y person hwnnw ofyn yn rhesymol amdano neu amdani er mwyn cyflawni ei swyddogaethau o dan Reoliad y Cyngor neu'r Rheoliadau hyn,
yn euog o dramgwydd.
(2) Bydd unrhyw berson sydd, gan ymhonni ei fod yn cydymffurfio ag unrhyw ofyniad a grybwyllir ym mharagraff (1)(b) uchod—
(a)yn darparu gwybodaeth y mae'n gwybod ei bod yn ffug neu'n gamarweiniol mewn manylyn perthnasol, neu
(b)yn ddi-hid yn darparu gwybodaeth sy'n ffug neu'n gamarweiniol mewn manylyn perthnasol,
yn euog o dramgwydd.
(3) Rhaid peidio â dehongli dim ym mharagraff (1)(b) uchod fel gofyniad i unrhyw berson ateb unrhyw gwestiwn na rhoi unrhyw wybodaeth petai gwneud hynny yn gallu taflu'r bai arNo.
(4) O'i gollfarnu'n ddiannod, bydd person sy'n euog o dramgwydd o dan y rheoliad hwn yn agored i ddirwy heb fod yn fwy na lefel 5 ar y raddfa safonol.
