Mae'r Rheoliadau hyn yn diwygio, mewn perthynas â Chymru, Benderfyniad y Comisiwn 99/724/EC (OJ Rhif L290, 12.11.99, t.32) - “Penderfyniad y Comisiwn” - i'r graddau y mae'n ymwneud â masnach rhwng Aelod-wladwriaethau'r Gymuned Ewropeaidd ac yn gosod rhwymedigaethau newydd ar y Deyrnas Unedig neu'n newid y rhwymedigaethau sydd arni.

Mae Penderfyniad y Comisiwn yn diwygio Atodiad II i Gyfarwyddeb y Cyngor 92/118/EEC (OJ Rhif L62, 15.3.93, t.49) drwy osod gofynion newydd sy'n ymwneud â gelatin a fwriedir i bobl ei fwyta. Mae darpariaethau'r Gyfarwyddeb honno sy'n ymwneud â'r fasnach o fewn y Gymuned yn cael eu gweithredu gan Reoliadau Cynhyrchion sy'n Deillio o Anifeiliaid (Mewnforio ac Allforio) 1996 (O.S. 1996/3124). Mae'r Rheoliadau hyn yn diwygio Rheoliadau 1996 er mwyn rhoi eu heffaith i'r newidiadau a wneir gan Benderfyniad y Comisiwn.

Mae'r Rheoliadau hefyd yn rhoi pwer i'r awdurdodau bwyd yng Nghymru roi, atal, tynnu'n ôl a dileu awdurdodiadau i ganolfannau casglu a thanerdai sy'n cyflenwi deunyddiau crai ar gyfer gweithgynhyrchu gelatin yn ddarostyngedig i ofynion Penderfyniad y Comisiwn. Mae'n ofynnol i'r Asiantaeth Safonau Bwyd gadw cofrestr o'r safleoedd a awdurdodir fel hyn.

Mae Arfarniad Rheoliadol ar gyfer y Rheoliadau hyn wedi'i baratoi yn unol ag adran 65 o Ddeddf Llywodraeth Leol Cymru 1998 (1998 p.38) a gellir cael copïau oddi wrth yr Asiantaeth Safonau Bwyd (Cymru), Llawr 1, Southgate House, Wood Street, Caerdydd, CF10 1EN.
