Section 1(1) of the Childcare Act 2006 (“the Act”) places a duty on an English local authority to improve the well-being of, and reduce inequalities between, young children in the authority’s area. The Local Authority Targets (Well-Being of Young Children) Regulations 2007 (S.I. 2007/1415) (“the principal Regulations”) set out the process to be followed by the Secretary of State in setting targets under section 1(3) of the Act in connection with that duty.
These Regulations amend the principal Regulations so that targets are to be set by reference to one or more of the assessment scales set out in the Statutory Framework for the Early Years Foundation Stage, published by the Department for Children, Schools and Families in May 2008 with ISBN reference number 978-1-84775-128-7. Copies of the Statutory Framework for the Early Years Foundation Stage can be obtained from DCSF Publications, PO Box 5050, Sherwood Park, Annesley, Nottingham, NG15 0DJ (Telephone number: 0845 60 222 60). It can also be downloaded from the DCSF website at www.standards.dcsf.gov.uk/eyfs.
