The Secretary of State for Transport in exercise of the powers conferred by sections 1(1) and 2(1) and (3) of the Road Traffic Regulation Act 1984(1) and of all other powers enabling him in that behalf, hereby makes the following Order—
1. This Order shall come into force on 14th November 2003 and may be cited as the A14 Trunk Road (Rookery Crossroads Grade Separated Junction) (Prohibition of Use of Gaps in Central Reservation) Order 2003.
2. In this Order—
“central reservation” means that part of the trunk road which separates its carriageways for the safety and guidance of vehicular traffic using that road; and
“the trunk road” means that part of the A14 Trunk Road in the District of St Edmundsbury and a reference to a junction with a road is a reference to the junction of the trunk road with that road.
3. No person shall cause or permit any vehicle proceeding in either of the carriageways of the trunk road to enter or proceed through the gaps in the central reservation specified in the Schedule to this Order.
4. The provisions of article 3 above shall not apply to—
(a)any vehicle being used for police, ambulance or fire brigade purposes, or
(b)anything done at the direction of, or with the permission of a police constable in uniform or a traffic warden.
