(This note is not part of the Order)
The Order declares the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Former Yugoslav Republic of Macedonia, of the other part, signed at Luxembourg on 9th April 2001 to be a Community Treaty as defined in section 1(2) of the European Communities Act 1972. The Agreement establishes an Association with the aims of providing an appropriate framework for political dialogue, supporting economic and international co-operation, promoting the expansion of trade and harmonious economic relations, gradually developing a free trade area between the Community and the former Yugoslav Republic of Macedonia, and fostering regional co-operation. The principal effect of declaring this Agreement to be a Community Treaty as so defined is to bring into play, in relation to it, the provisions of section 2 of the European Communities Act 1972 which provides for the implementation of treaties so specified.
