14.—(1) (a) Every person designated to launch or take charge of survival craft or rescue boats other than fast rescue boats shall have a certificate of proficiency in such craft.
(b)No person shall be granted such a certificate unless he meets the criteria specified in Regulation VI/2.1 in the Annex to the STCW Convention.
(2) (a) Every person designated to launch or take charge of a fast rescue boat shall have a certificate of proficiency in such boats.
(b)No person shall be granted such a certificate unless he meets the criteria in Regulation VI/2.2 in the Annex to the STCW Convention.
(3) In this regulation
“fast rescue boat” means a rescue boat which is—
not less than 6 metres in length and not more than 8.5 metres in length; and
capable of manoeuvring, for at least 4 hours, at a speed of at least 20 knots in calm water with a suitably qualified crew of 3 persons and at least 8 knots with a full complement of persons and equipment; and
“survival craft” and “rescue boat” have the same meaning as in the Merchant Shipping (Life Saving Appliances) Regulations 1986(1)
