2.—(1) No person shall collect, process, store or transport for the purpose of export to another member State and porcime semen unless it complies with article 3 of Council Directive 90/429/EEC laying down the animal health requirements applicable to intra-Community trade in and imports of semen of domestic animals of the pordine species(1).
(2) The appropriate Minister, upon being satisfied that a semen collection centre complies with the provisions of Council Directive 90/429/EEC (in particular Annex A thereof) shall, for the purposes of export of porcine semen to another member State—
(a)approve the semen collection centre, and
(b)issue the centre with a registration number.
(3) The appropriate Minister may approve isolation accommodation for the purposes of Annex B to Council Directive 90/429/EEC.
(4) Any premises approved under paragraph (2) or (3) above shall be supervised by a veterinary inspector appointed under the Animal Health Act 1981(2) who shall report to the appropriate Minister any breach of any provision of the Directive.
(5) Every approval granted under paragraph (2) or (3) above shall be in writing and may be withdrawn or suspended after notice in writing has been served on the person having charge of the collection centre or isolation accommodation informing him of the breach the Directive complained of.
(6) It shall be the duty of a veterinary inspector appointed under the Animal Health Act 1981 to issue animal haelth certificates for the purposes of Council Directive 90/429/EEC.
