The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 6(3) and 15(6) and (7) of the Local Government Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Local Government Act 1988 (Defined Activities) (Competition) (England) (Amendment) (No. 2) Regulations 1991 and shall come into force on 1st January 1992.
2. In its application to the council of each district mentioned in the first column of the following Table, paragraph (1) of regulation 2 of the Local Government Act 1988 (Defined Activities) (Competition) (England) Regulations 1990(2) shall have effect as if the reference to 1st January 1992 were a reference to the date specified in relation to that council in the second column.

These Regulations have the effect of postponing, in the cases of the councils of the districts of North Norfolk and Staffordshire Moorlands, the requirement in the Local Government Act 1988 (Defined Activities) (Competition) (England) Regulations 1990 that the management of sports and leisure facilities by those councils be put out to competitive tendering by 1st January 1992. The date is postponed to 1st April 1992 and 16th March 1992 respectively.
