These Regulations supersede the Education (Bursaries for Teacher Training) Regulations 1986 (S.I. 1986/1324, amended by S.I. 1987/499 and 1393). They empower the Secretary of State to pay training bursaries to persons undergoing initial training as teachers (regulation 3). To be eligible for a bursary, a person must not previously have completed a course of initial teacher training or be under a contract of employment with a local education authority and further the person must have been accepted for the course and must satisfy the Secretary of State of his commitment to teaching in a secondary or middle school in England or Wales which is either maintained by a local education authority or grant-maintained (regulation 4). Bursaries are tenable on courses of initial teacher training provided by an establishment in England and Wales named by the Secretary of State when granting the training bursary, which begins on or after the 1st September 1986 and is designed to prepare persons to teach pupils either aged 11 to 16 or of all ages in secondary schools and of which the principal subject matter is mathematics, physics, technology, physics and technology or craft, design and technology and is of up to two year’s duration. A bursary is for the normal duration of the course in respect of which it is granted but, in certain circumstances, the period may be extended or the payment of the bursary may be suspended or terminated (regulation 6). The value of the bursary is £1,300 per annum for a full-time course or a proportion of that amount ascertained in accordance with the regulations in respect of a part-time course. In addition in the case of those attending a course the subject matter of which is craft, design and technology an equipment allowance of £200 is payable (regulation 7). Training bursaries are repayable on request to the Secretary of State where he is satisfied that the holder has been under a contract of employment with a local education authority for the whole or a substantial part of the period of training (regulation 8).
