These Regulations make provision with respect to walkways (that is, footpaths over, through or under parts of a building) created by agreements under section 18 of the Highways Act 1971.
Certain statutory provisions affecting highways are not to apply to walkways or are to apply with modifications (Regulations 2 and 3 and Schedules 1, 2 and 3).
Restrictions are placed on the rights of statutory undertakers, sewerage authorities and the Post Office to lay and maintain apparatus in supported walkways (Regulation 4).
Provision is made for the periodic and temporary closure of walkways (Regulation 5), the stopping up of a walkway by the building owner (Regulation 6), the securing of rights as respects the apparatus of statutory undertakers, sewerage authorities or the Post Office in stopped up walkways (Regulation 7 and Schedule 4).
