Whereas the Treasury have determined under section 60(2) of the Local Government Act 1958 that the Secretary of State is the appropriate Minister to make Regulations thereunder in relation to the persons to whom these Regulations relate:
And whereas the Secretary of State is the appropriate Minister for the purposes of section 85(4) of the London Government Act 1963, as applied by section 35 of the Administration of Justice Act 1964 in relation to those persons:
Now, therefore, in pursuance of the powers conferred on me by the said section 60(2) and the said section 85(4) as so applied, I hereby make the following Regulations:—
