4.  Where by or under any enactment passed before or after the coming into operation of these regulations an officer is transferred to the service of another local authority or where in any area the functions under Part III of the Act or Part III of the Act of 1946 have become exercisable by a different authority, for the purposes of these regulations the officer shall be deemed to have been transferred and the local authority shall be deemed to have been exercising those functions on 29th June 1964 and references to employment by a local authority or by a voluntary organisation in carrying out arrangements with or on behalf of a local authority on that date shall be construed accordingly.
