Transfer of licence in ordinary cases.
3In the event of any person to whom a passenger vessel's licence has been granted ceasing to be master of the vessel or to belong to the vessel, the licence may be transferred to any person who is for the time being master of the Vessel or is for the time being a person belonging to the vessel and nominated by the owner of the vessel for the purpose.
