Wales Act 2017

Legal background

  1. The Act is an enabling Act which changes the basis of the legislative competence of the Assembly, moving from a conferred powers model to a reserved powers model. The Act devolves additional executive powers to Welsh Ministers.
  2. The Act also includes provisions which set out the constitutional relationship of the Assembly and Welsh Government within the United Kingdom’s constitutional arrangements. It does not amend this relationship.
