24.The consent of the Scottish Parliament was sought on 4 March 2009 for the provisions in the Act that trigger the Sewel Convention. These provisions relate to Football Banning Orders, Extradition, and Proceeds of Crime. The Sewel Convention provides that Westminster will not normally legislate with regard to devolved matters in Scotland without the consent of the Scottish Parliament.

Explanatory Notes were introduced in 1999 and accompany all Public Acts except Appropriation, Consolidated Fund, Finance and Consolidation Acts.
