3A person certified to be registered as a blind person—
(a)by a local authority, as defined for the purposes of Part III of the [1948 c. 29.] National Assistance Act 1948, under arrangements made by the authority under section 29 of that Act;
(b)by a Health and Social Services Board in Northern Ireland under arrangements made under Article 15(1) of the [S.I. 1972/1265 (N.I. 14).] Health and Personal Social Services (Northern Ireland) Order 1972.
