The Board of Trade may with the consent of the Treasury make regulations prescribing fees to be paid in respect of the doing of any thing in pursuance of this Act, and any such fee shall be paid into the Consolidated Fund except—
(a)a fee paid in respect of a survey or inspection carried out otherwise than by a surveyor of ships appointed under the [1894 c. 60.] Merchant Shipping Act 1894 ; and
(b)a fee paid in respect of a certificate issued otherwise than by the Board of Trade.
