3.—(1) A person habitually resident in the British Islands who wishes to adopt a child habitually resident in a Convention country(1) outside the British Islands shall apply to an adoption agency for assessment of that person’s suitability to be an adoptive parent.
(2) An application under this regulation shall be made in writing and shall include such information as the agency may require.
Section 65(1) of the 1978 Act as amended by section 8 of the 1999 Act defines “Convention country” and “the Convention”.
