4.—(1) Qualifying pensions dashboard services(1) are to be available for use by the general public from the Dashboards Available Point.
(2) Prior to the Dashboards Available Point, pensions dashboard services are only available for use by individuals who are invited by or on behalf of the Money and Pensions Service to use pensions dashboard services to support testing or service improvements.
(3) In this regulation, “Dashboards Available Point” means the date specified in accordance with regulation 4(1) of the Pensions Dashboards Regulations 2022(2).

Explanatory Memorandum
Explanatory Memorandum sets out a brief statement of the purpose of a Statutory Rule and provides information about its policy objective and policy implications. They aim to make the Statutory Rule accessible to readers who are not legally qualified and accompany any Northern Ireland Statutory Rule or Draft Northern Ireland Statutory Rule laid before the UK Parliament during the suspension of the Northern Ireland Assembly.
