1. In this Schedule—
“departmental development plan” means a development plan prepared and adopted by the Department under the Planning (Northern Ireland) 1991 Order before the coming into operation of these Regulations or a development plan prepared by the Department under that Order before but not adopted until after the coming into operation of these Regulations; and
“transitional period” means the period between the coming into operation of these Regulations and the date on which a council adopts its local policies plan or the date on which the local policies plan is approved by the Department.

Explanatory Memorandum
Explanatory Memorandum sets out a brief statement of the purpose of a Statutory Rule and provides information about its policy objective and policy implications. They aim to make the Statutory Rule accessible to readers who are not legally qualified and accompany any Northern Ireland Statutory Rule or Draft Northern Ireland Statutory Rule laid before the UK Parliament during the suspension of the Northern Ireland Assembly.
