19. The Environment and Safety Information (Northern Ireland) Order 1993(1) shall apply to a notice served under—
(a)regulation 18(3) as it applies to a notice served under Article 24 of the 1978 Order; or
(b)Article 23 of the 1978 Order in respect of a contravention of these Regulations,
as if the refernce in the second column of Schedule 1 to the 1993 Order to the enforcing authority within the meaning of the 1978 Order by which the inspector who served the notice was appointed were a reference to the competent authority.
