3. The prohibition in Article 2 shall not apply to a vehicle being used—
(a)by or on behalf of the owner or occupier of land abutting on or convenient to the road for the purpose of gaining access to such land; or
(b)in connection with the delivery to or collection from such land of any goods or livestock or postal packets; or
(c)for police or military purposes, or in an emergency for ambulance or fire brigade purposes; or
(d)in or adjacent to the road in pursuance of statutory powers and duties by or on behalf of a government department, district council or statutory undertaker; or
(e)in or adjacent to the road in connection with the laying, erection, alteration or repair of any telecommunications apparatus as defined in section 4(3) of the Telecommunications Act 1984(1).
