In exercise of the powers conferred on the Secretary of State by sections 50 and 63 of the Education (No. 2) Act 1986(1), the Secretary of State for Education and Science as respects England, and the Secretary of State for Wales as respects Wales, hereby make the following Regulations:

1.  These Regulations may be cited as the Education (Bursaries for Teacher Training) (Amendment) Regulations 1991 and shall come into force on 1st September 1991.

2.  The Education (Bursaries for Teacher Training) Regulations 1988(2) shall be amended as follows:

(1) For regulation 5 there shall be substituted the following:

5.  A training bursary shall neither be paid to a person nor be tenable by him except in respect of a course of initial teacher training which–

(a)is provided by an establishment in England or Wales named by the Secretary of State when granting the training bursary;

(b)is designed to prepare persons to teach pupils either aged 11 to 16 or of all ages in secondary schools;

(c)is such that the period which the person in question would require for its completion (excluding any period for which he is excused attendance) would ordinarily not exceed two academic years;

(d)has as its principal subject matter one of the subjects set out in the Schedule hereto and begins on or after the date set out in the Schedule in respect of that subject.

(2) For regulation 7 there shall be substituted the following:

(1) Subject to paragraphs (2), (3), (4) and (5), a training bursary shall be £1,500 a year.

(2) A student attending a course the principal subject matter of which is craft, design and technology shall in addition to the sums payable under paragraph (1), be paid once only an equipment allowance of £200.

(3) In addition to the sums payable under paragraph (1), an allowance of £500 a year shall be paid to a student–

(a)who attends a course beginning before 1st September 1991 which is designed to prepare persons to teach pupils either aged 11 to 16 or of all ages and the principal subject matter of which is physics; or

(b)who attends a course beginning on or after 1st September 1991 which is designed to prepare him to teach pupils including those aged 16 to 18 and the principal subject matter of which is physics, and who before beginning that course had been awarded a first degree in physics.

(4) A training bursary (including any allowance payable under paragraphs (2) and (3)) may be paid in a lump sum or by instalments in either case at such times as the Secretary of State considers appropriate.

(5) A student who attends a course involving less than 700 hours of instruction a year (including any teaching practice which forms part of the course) shall receive such proportion of the sums mentioned in paragraphs (1) and (3) as the number of hours of instruction in that year bears to 700.

(3) The following shall be substituted for the Schedule:

Explanatory Note

(This note is not part of the Regulations)

These Regulations amend the Education (Bursaries for Teacher Training) Regulations 1988 (“the principal Regulations”), and come into force on 1st September 1991.

The Regulations amend and (for clarification purposes) substitute a new regulation 5 of and Schedule to the principal Regulations so that the Secretary of State is empowered to pay bursaries in respect of courses of initial teacher training which begin on or after 1st September 1991 and the principal subject matter of which is biology, or any combination of physics, chemistry or biology. (Regulation 2(1) and (3).)

The Regulations also amend regulation 7 of the principal Regulations by substituting a new regulation with the main effect that the extra allowance of £500 a year for intending teachers of physics will in future only be payable to students with a first degree in physics whose course is designed to prepare them to teach pupils including those aged from 16 to 18. Existing students are unaffected. (Regulation 2(2).)
