3.The Act requires the Scottish Ministers to make a new code of practice that should be followed by any person who is considering acquiring a dog, and by any person who is considering transferring a dog to someone else. The Act also requires Scottish Ministers to take reasonable steps to ensure public awareness and understanding of the code of practice and its content.
