199.Mae’r adran hon yn sefydlu’r weithdrefn sydd i’w dilyn yn y Cynulliad wrth wneud rheoliadau o dan Ran 2 o’r Ddeddf. Pan fo’r rheoliadau yn dynodi person i fod yn gorff cynghori (adran 44(1)(b)) ac nad ydynt yn diwygio deddfwriaeth sylfaenol, neu pan fo rheoliadau yn gwneud darpariaeth ynghylch arferion rhyngwladol adrodd ar garbon (adran 52), maent yn ddarostyngedig i weithdrefn negyddol y Cynulliad. Mae’r holl reoliadau eraill yn Rhan 2 yn ddarostyngedig i weithdrefn gadarnhaol y Cynulliad.
