Coming into force in accordance with article 1(2) and (3)
The Democracy and Boundary Commission Cymru(1) (“the Commission”) has, under section 36(5)(a) of the Democracy and Boundary Commission Cymru etc. Act 2013(2) (“the 2013 Act”), submitted to the Welsh Ministers a report dated January 2025 containing its recommendations for change and the details of a review of the community arrangements within the County of Pembrokeshire.
The Welsh Ministers have decided to give effect to most of the Commission’s recommendations without modification, but to take no action in relation to certain recommendations. The Welsh Ministers also make supplemental provision as considered necessary or expedient.
Under section 37(3) of the 2013 Act(3), more than 6 weeks have elapsed since those recommendations were submitted to the Welsh Ministers.
The Welsh Ministers make the following Order in exercise of the powers conferred on them by sections 37(1) and 40(1) and (2)(a) of the 2013 Act.
1.—(1) The title of this Order is the County of Pembrokeshire (Communities) Order 2026.
(2) For any purpose set out in regulation 4(1) of the 1976 Regulations, this Order comes into force on 6 May 2026.
(3) For all other purposes, this Order comes into force at 23:59 hours on the day before the ordinary day of election of councillors in 2027(4).
2.—(1) In this Order—
“the 1972 Act” (“Deddf 1972”) means the Local Government Act 1972(5);
“the 1976 Regulations” (“Rheoliadau 1976”) means the Local Government Area Changes Regulations 1976(6);
“electoral ward” (“ward etholiadol”) means any area for which councillors are elected to Pembrokeshire County Council;
“existing” (“presennol”) means a community or community ward as it exists immediately before the time and day set out in article 1(3);
any reference to a map means one of the 57 maps marked “Map of the County of Pembrokeshire (Communities) Order 2026”, deposited in accordance with regulation 5 of the 1976 Regulations, labelled “1” to “57”, and a reference to the numbered map is a reference to the map that bears that number;
where a boundary is shown on a map as running along a road, railway line, footway, watercourse or similar geographical feature, it must be treated as running along the centre line of the feature.
(2) The provisions in this Order take precedence over any conflicting provision in any previous statutory instrument made under section 58(2) of the 1972 Act or order made under sections 37(1), 38(1) or 39(1) of the Democracy and Boundary Commission Cymru etc. Act 2013.
3. The parts of the community of Llawhaden shown shaded on Map 1 and Map 2—

This Order implements the recommendations of the Democracy and Boundary Commission Cymru (“the Commission”), which reported in January 2025 on its review of the community arrangements in the County of Pembrokeshire. The Commission’s report recommended changes to the existing boundaries of communities within the area of the County of Pembrokeshire and consequential changes to electoral arrangements. This Order implements the Commission’s recommendations without modification but with no action taken on various recommendations. The Order also makes some supplemental changes in relation to community names.
The effect of this Order is to make changes to a number of community areas and consequential changes to electoral arrangements. This Order also abolishes a number of community wards.
The Local Government Area Changes Regulations 1976 referred to in article 2 of this Order contain incidental, consequential, transitional and supplementary provisions about the effect and implementation of orders such as this.
The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to this Order. As a result, it was not considered necessary to carry out a regulatory impact assessment as to the likely costs and benefits of complying with this Order.
Prints of the maps labelled “1” to “57” to which this Order relates are deposited in the office of the Welsh Government at Cathays Park, Cardiff, CF10 3NQ (Elections Division), and with Pembrokeshire County Council. Prints deposited with Pembrokeshire County Council are open to inspection by anyone affected by the provisions of this Order.
The Local Government Boundary Commission for Wales was established by section 53 of, and Schedule 8 to, the Local Government Act 1972 (c. 70). Section 53 and Schedule 8 were repealed by section 73(2) of, and Schedule 2 to, the Local Government (Democracy) (Wales) Act 2013 (anaw 4) (“the 2013 Act”). The 2013 Act renamed the Local Government Boundary Commission for Wales as the Local Democracy and Boundary Commission for Wales (see section 2(2)). The Senedd Cymru (Members and Elections) Act 2024 (asc 4) renamed the Local Democracy and Boundary Commission for Wales as the Democracy and Boundary Commission Cymru (see section 12).
2013 anaw 4. Section 11 of the Senedd Cymru (Members and Elections) Act 2024 renamed the short title of the 2013 Act as the Democracy and Boundary Commission Cymru etc. Act 2013.
Section 37(3) was substituted by section 43(2) of the Elections and Elected Bodies (Wales) Act 2024 (asc 5) (“the 2024 Act”). Under section 55 of the 2024 Act, a review being conducted under Part 3 of the Democracy and Boundary Commission Cymru etc. Act 2013 (“the 2013 Act”) at the time of the coming into force of Chapter 1 of Part 2 of the 2024 Act on 9.11.24, is to be completed as if the amendments made by Chapter 1 of Part 2 of the 2024 Act had not been made. The provisions of Part 3 of the 2013 Act therefore continue in effect for the purpose of the review implemented by this Order as they had effect immediately before the coming into force of the amendments made by Part 2 of Chapter 1 of the 2024 Act.
The Local Authorities (Change to the Years of Ordinary Elections) (Wales) Order 2019 (S.I. 2019/1269 (W. 220)) amended section 26(1) of the Local Government Act 1972 (c. 70) to provide that the year in which the ordinary elections of councillors of local authorities must take place was 2022 instead of 2021. Section 26(1) of the Local Government Act 1972 was further amended by section 14(1) of the Local Government and Elections (Wales) Act 2021 (asc 1) to provide that elections must take place every fifth year after 2022.
S.I. 1976/246 to which there are amendments not relevant to these Regulations. Section 74(3) of the Democracy and Boundary Commission Cymru etc. Act 2013 (“the 2013 Act”) provides that the 1976 Regulations continue to have effect in relation to orders made under Part 3 of the 2013 Act, as if those orders were made under Part 4 of the Local Government Act 1972 (c. 70).
