Mae'r Rheoliadau hyn a wnaed o dan adran 17(1) a (2) o Fesur Addysg (Cymru) 2009 (“Mesur 2009”) yn dod i rym ar 6 Mawrth 2012.

Mae'r Rheoliadau hyn yn gwneud darpariaeth i dreialu darpariaethau Deddf Addysg 1996 a Deddf Cydraddoldeb 2010 fel y'u diwygiwyd gan Ran 1 o Fesur 2009.

Effaith y Rheoliadau hyn, o'u cymryd ynghyd â'r darpariaethau yn y Gorchymyn Cychwyn sy'n dod â Rhan 1 o Fesur 2009 i rym ar 6 Mawrth 2012, yw na fydd y darpariaethau hynny yn gymwys ond at ddibenion treialu yn ardaloedd awdurdodau lleol Sir Gaerfyrddin a Wrecsam. Pan fydd y Rheoliadau hyn yn peidio â chael effaith bydd y darpariaethau yn Rhan 1 o Fesur 2009 yn gymwys yn awtomatig i Gymru gyfan.

Mae rheoliad 2 yn diffinio'r cyfnod treialu.

Mae rheoliad 3 yn pennu mai Cyngor Sir Caerfyrddin a Chyngor Bwrdeistref Sirol Wrecsam a'u priod ardaloedd fydd yn treialu'r dyletswyddau a'r hawliau newydd.

Mae rheoliad 4 yn gwneud darpariaeth am yr hawl i wneud apêl anghenion addysgol arbennig neu wneud hawliad am wahaniaethu ar sail anabledd i Dribiwnlys Anghenion Addysgol Arbennig Cymru (“y Tribiwnlys”) yn ystod y cyfnod treialu ac mae'n pennu'r dyletswyddau a osodir ar Gyngor Sir Caerfyrddin a Chyngor Bwrdeistref Sirol Wrecsam yn ystod y cyfnod treialu.

Mae rheoliad 5 yn gwneud darpariaeth i Weinidogion Cymru wneud cais am wybodaeth oddi wrth y Tribiwnlys, neu Gyngor Sir Caerfyrddin, neu Gyngor Bwrdeistref Sirol Wrecsam, neu gorff sy'n gyfrifol am ysgol yn Sir Gaerfyrddin neu Wrecsam.
