Mae'r Rheoliadau hyn yn rhoi ar waith yng Nghymru ddarpariaethau Cyfarwyddeb y Cyngor 92/119/EEC sy'n cyflwyno mesurau Cymunedol cyffredinol i reoli rhai clefydau anifeiliaid a mesurau penodol ynghylch clefyd pothellog y moch (OJ Rhif L 62, 15.3.1993, t. 69) i'r graddau y mae'r Gyfarwyddeb honno'n rheoli clefyd pothellog y moch a Chyfarwyddeb y Cyngor 2007/10/EC (OJ Rhif L 63, 1.3.2007, t. 24).

Mae Rhan 1 yn rhagarweiniol.

Mae Rhan 2 yn ymdrin â hysbysu ynghylch amau bod achos o glefyd pothellog y moch.

Mae Rhan 3 ac Atodlen 1 yn ymdrin â mangreoedd lle yr amheuir neu y cadarnheir bod achos o glefyd pothellog y moch, neu fangreoedd sydd wedi bod yn agored i'r feirws.

Mae Rhan 4 yn ymdrin â lladd-dai.

Mae Rhan 5 ac Atodlen 2 yn gwneud darpariaeth i sefydlu parthau gwarchod, parthau gwyliadwriaeth a pharthau cyfyngu ar symud ar ôl i bresenoldeb clefyd pothellog y moch gael ei gadarnhau ar unrhyw fangre.

Mae Rhan 6 yn gwahardd brechu yn erbyn clefyd pothellog y moch ac eithrio o dan yr amgylchiadau sydd wedi'u nodi yno.

Mae Rhan 7 yn cynnwys darpariaethau ynghylch arolygu a gorfodi.

Mae torri'r Rheoliadau'n dramgwydd y gellir ei gosbi—

(a)ar gollfarn ddiannod, â dirwy nad yw'n fwy na'r uchafswm statudol, carchariad am gyfnod nad yw'n hwy na thri mis, neu'r ddau; neu

(b)ar gollfarn ar dditiad, â dirwy neu garchariad am gyfnod nad yw'n hwy na chwe mis, neu'r ddau.

Gorfodir hwy gan yr awdurdod lleol.

Mae asesiad effaith rheoleiddiol wedi'i lunio ac mae ar gael oddi wrth Lywodraeth Cynulliad Cymru, Parc Cathays, Caerdydd, CF10 3NQ.
