Cynigydd yr AGB
3.—(1) Caiff y personau canlynol lunio cynigion AGB —
(a)unrhyw berson sydd, ar yr adeg yr anfonir eu cynigion AGB at yr awdurdod bilio perthnasol o dan reoliad 4(2)(a) —
(i)yn drethdalwr annomestig mewn perthynas â hereditament a leolir yn yr AGB arfaethedig;
(ii)â buddiant mewn tir (a leolir yn yr ardal sydd i'w chynnwys mewn cynigion o'r fath) boed hynny fel rhydd-ddeiliad, person morgeisiedig neu ddeiliad prydles, neu sydd yn uniongyrchol neu'n anuniongyrchol yn derbyn rhent am y tir (p'un ai yw'n drethdalwr annomestig o ran y tir hwnnw neu beidio); neu
(iii)yn gorff (boed yn gorfforaethol neu beidio) lle mai un o'i bwrpasau yw, neu lle mae'n cynnwys, datblygu cynigion AGB; a
(b)yr awdurdod bilio perthnasol.
(2) Rhaid i gynigydd yr AGB, o leiaf 84 diwrnod cyn cyflwyno'r hysbysiad sy'n ofynnol o dan reoliad 4(2)(a)(ii), hysbysu'r awdurdod bilio perthnasol a'r Cynulliad Cenedlaethol yn ysgrifenedig ynghylch bwriad y cynigydd i ofyn i'r awdurdod bilio perthnasol roi cynigion yr AGB i bleidlais.
