Mae adrannau 43 a 44 o Ddeddf Cyllid Llywodraeth Leol 1992 (“Deddf 1992”) yn rhagnodi'r rheolau y mae'n rhaid i'r prif awdurdodau praeseptio lynu wrthynt wrth gyfrifo'u hanghenion cyllideb a swm sylfaenol eu treth gyngor ar gyfer pob blwyddyn ariannol. Wrth wneud y cyfrifiadau hyn, rhaid i awdurdodau gymryd i ystyriaeth symiau penodol y maent yn amcangyfrif y byddant yn daladwy iddynt ar gyfer y flwyddyn.
Mae'r Rheoliadau hyn yn addasu adrannau 43 a 44 o Ddeddf 1992 fel bod rhaid i awdurdodau heddlu yng Nghymru (sy'n brif awdurdodau praeseptio at ddibenion Deddf 1992) gymryd i ystyriaeth unrhyw symiau ar ffurf taliadau refeniw heb eu clustnodi ychwanegol y mae'n bosibl y byddant yn eu cael oddi wrth y Swyddfa Gartref ar gyfer y flwyddyn ariannol 2004/5 (yn ogystal â'r symiau eraill y cyfeirir atynt yn yr adrannau hyn) wrth wneud eu cyfrifiadau ynglyn â'u hanghenion cyllidebol a'u cyfrifiadau treth gyngor am y flwyddyn honno.
