Hysbysiad i bersonau â buddiant

11.—(1) Rhaid i'r awdurdod perthnasol roi hysbysiad o'r apêl o fewn 2 wythnos i'r dyddiad cychwyn i unrhyw bersonau, ac eithrio'r partïon, sydd wedi gwneud sylwadau i'r awdurdod perthnasol ynghylch y penderfyniad y mae'r apêl yn ymwneud ag ef.

(2) Rhaid i hysbysiad o dan baragraff (1)—

(a)nodi enw'r apelydd a chyfeiriad y tir lle y mae'r gwrych neu'r berth uchel y mae'r apêl yn ymwneud â hwy wedi'u lleoli;

(b)nodi'r materion yr hysbyswyd y partïon ohonynt gan y Cynulliad Cenedlaethol o dan reoliad 10;

(c)disgrifio natur yr apêl a'r seiliau dros wneud yr apêl;

(ch)datgan y bydd copïau o unrhyw sylwadau sydd wedi'u gwneud gan unrhyw berson y crybwyllir ei enw ym mharagraff (1) o'r rheoliad hwn yn cael eu hanfon i'r Cynulliad Cenedlaethol ac at bob un o'r partïon;

(d)datgan y caniateir anfon sylwadau ysgrifenedig ychwanegol i'r Cynulliad Cenedlaethol fel y byddant yn dod i law o fewn 6 wythnos i'r dyddiad cychwyn, a phan fo sylwadau o'r fath yn cael eu hanfon, ei bod yn ofynnol anfon tri chopi ohonynt;

(dd)datgan y bydd unrhyw sylwadau o'r fath yn cael eu hystyried gan y Cynulliad Cenedlaethol pan fydd yn penderfynu ar yr apêl oni fydd unrhyw berson yn eu tynnu'n ôl o fewn 6 wythnos i'r dyddiad cychwyn; ac

(e)datgan y weithdrefn sydd i'w defnyddio i benderfynu ar yr apêl.

(3) Rhaid i'r Cynulliad Cenedlaethol, cyn gynted ag y bo'n ymarferol ar ôl iddo eu cael, anfon copi o unrhyw sylwadau ychwanegol a gyflwynwyd o dan baragraff (2)(d) at bob un o'r partïon.
