Mae Adran 5 o Ddeddf Pysgod Môr (Cadwraeth) 1967 yn cynnwys pŵ er i wahardd pysgota am bysgod môr yn llwyr, neu wahardd pysgota am fath penodol o bysgod môr, neu ddull penodol o bysgota, naill ai am bysgod môr yn gyffredinol neu am fathau penodol o bysgod môr. Yn rhinwedd Adran 22 o'r Ddeddf honno mae pysgod môr yn cynnwys pysgod cregyn. Mae Adran 5A o'r Ddeddf yn caniatáu i'r pŵ er i wneud gorchymyn o dan adran 5 gael ei ddefnyddio at ddibenion amgylchedd y môr. Mae'r pŵ er yn arferadwy gan Gynulliad Cenedlaethol Cymru mewn cysylltiad â'r môr tiriogaethol cyfagos at Gymru.
Mae'r rhan honno o'r môr oddi ar arfordir De Cymru a ddisgrifir yn erthygl 2 o'r Gorchymyn wedi ei nodi yn Ardal Gwarchodaeth Arbennig ddichonol at ddibenion y Gyfarwyddeb Adar (Cyfarwyddeb y Cyngor 79/409/EEC).
Mae'r ardal dan sylw yn safle pwysig i Fôr-hwyaid Duon pan nad ydynt yn magu, ac mae'r Gorchymyn hwn yn gwahardd carthu hydrolig am folysgiaid dwygragennog yn yr ardal honno. Ceir esemptiadau gwyddonol ac eraill yn adran 9 o Ddeddf 1967.
Mae'r Gorchymyn yn cynnwys darpariaethau yn ymwneud â gorfodi. Ceir darpariaethau eraill, gan gynnwys rhai ynghylch tramgwyddau, yn Neddf 1967.
