Mae'r Rheoliadau hyn, sy'n gymwys i Gymru yn unig, yn diwygio Rheoliadau Lliwiau mewn Bwyd 1995 (“Rheoliadau 1995”) drwy ddiweddaru cyfeiriad at Gyfarwyddeb y Comisiwn 95/45/EC sy'n gosod meini prawf penodol ynglŷn â lliwiau, sydd i'w defnyddio mewn bwydydd (0J Rhif L226, 22.9.95, t.1) er mwyn ymdrin â'r diwygiad a wnaed gan Gyfarwyddeb y Comisiwn1999/75/EC (OJ Rhif L206, 5.8.1999, t.19), a newidiodd y fanyleb ar gyfer “E160a(i) Mixed Carotenes”, a thrwy ddiweddaru'r cyfeiriadau at Reoliadau 1995 mewn Rheoliadau eraill.
Mae Rheoliadau 1995 yn pennu o dan ba amgylchiadau y caniateir defnyddio neu werthu lliwiau (a ddiffinir fel ychwanegion bwyd y bwriedir eu defnyddio ar gyfer y prif bwrpas o ychwanegu neu adfer lliwiau mewn bwyd). Caiff unrhyw liw ei ganiatáu felly dim ond os yw'n bodloni meini prawf purdeb a bennir yng Nghyfarwyddeb y Comisiwn 95/45/EC.
