These Regulations, which apply only to Wales, amend the Colours in Food Regulations 1995 (“the 1995 Regulations”) by bringing up to date a reference to Commission Directive 95/45/EC laying down specific criteria concerning colours for use in foodstuffs (0J No. L226, 22.9.95, p.1), so as to cover its amendment by Commission Directive 1999/75/EC (OJ No. L206, 5.8.1999, p.19) which changed the specification for “E160a(i) Mixed Carotenes”, and by bringing up to date references to the 1995 Regulations in other Regulations.
The 1995 Regulations specify the circumstances in which colours (defined as being food additives which are used or intended to be used for the primary purpose of adding or restoring colouring in food) are permitted to be used or sold. Any colour can only be so permitted if it satisfies the purity criteria specified in Commission Directive 95/45/EC.
