Mae'r Rheoliadau hyn yn diddymu, gydag effaith o 1 Ebrill 2000 ymlaen, Reoliadau Prisio ar gyfer Ardrethu (Peiriannau a Pheirianwaith) 1994 ac yn eu disodli â darpariaethau sy'n adlewyrchu argymhellion a geir yn Adroddiad y Pwyllgor Ymgynghorol Arbenigol a gadeiriwyd gan Mr Derek Wood CBE CF (Cm 4283). Adolygodd y Pwyllgor ardrethu peiriannau a pheirianwaith gyda golwg ar ei ddiweddaru a'i gysoni ledled y Deyrnas Unedig. Mae'r Rheoliadau, sy'n gymwys i Gymru yn unig, yn pennu'r peiriannau a'r peirianwaith y tybir o 1 Ebrill 2000 ymlaen eu bod yn rhan o hereditament at ddibenion prisio ar gyfer ardrethu annomestig.
