(This note is not part of the Regulations)
These Regulations amend the Police and Crime Commissioner Elections (Returning Officers’ Accounts) Regulations 2012 (S.I. 2012/2088) which make provision for the submission of accounts by returning officers in respect of the recovery of their charges for or in connection with a police and crime commissioner election.
In particular paragraph (2) of regulation 2 amends the definition of accounting officer to whom an account must be addressed. Now this must be the accounting officer appointed for the Cabinet Office. And paragraph (3) amends the deadline for submission of complete accounts. They must now be submitted within six months of the declaration of the result at the election to which they relate. Before it was eight.
An impact assessment has not been prepared for this instrument as no impact on the private or voluntary sector is foreseen.
2011 c. 13; powers conferred on the Secretary of State under section 55 are exercisable concurrently with the Chancellor of the Duchy of Lancaster by virtue of S.I. 2015/1526 (which also made consequential amendments to section 55 to reflect that). These powers may only be exercised by the Chancellor of the Duchy of Lancaster so far as they relate to an election the poll for which is on or after 1st May 2016.
S.I. 2012/2088; as amended by S.I. 2015/1526.
