The Registrar General, in exercise of the powers conferred on her by sections 1, 5, 7, 9, 15, 20, 23(2)(b), 23(3), 29, 39 and 41 of the Births and Deaths Registration Act 1953(1) as extended by section 26(3) of the Welsh Language Act 1993(2), and sections 20 and 21(1) of the Registration Service Act 1953(3) with the approval of the Chancellor of the Exchequer(4), makes the following Regulations—

1953 c.20. Section 1 was amended by the Children Act 1975 (c.72) s.108(1)(a) and Schedule 3 paragraph 13; section 7 was amended by the Children Act 1975 s.108(1)(b) and Schedule 4 Part VI and by the Registration of Births, Deaths and Marriages (Fees) Order 1968 (S.I.1968/1242) Schedule 2 article 4(1); section 9 was amended by Children Act 1975 section 93(3), by the Family Law Reform Act 1987 (c.42) s.33 and Schedule 2 paragraph 15, by the Deregulation (Still-Birth and Death Registration) Order 1996 (S.I.1996/2395) article 2(1) and by the Human Fertilisation and Embryology (Deceased Fathers) Act 2003 (c.24) section 2(1) and the Schedule paragraph 1; section 23 was amended by the Coroners Act 1988 (c.13) section 36(1) and Schedule 3 paragraphs 4(2) and (4); section 29 was amended by the Deregulation (Correction of Births and Death Entries in Registers or other Records) Order 2002 (S.I.2002/1419) article 2(1); section 41 was amended by the Children Act 1975 s.108(1), Schedule 3 paragraphs 13(1) and (6) and Schedule 4 Part 1, by the Still-Birth (Definition) Act 1992 (c.29) section 1(1) and by the Civil Partnership Act 2004 (c.33) section 261(1) and Schedule 27 paragraph 19.

The approval of “the Minister” is required by section 39 of the Births and Deaths Registration Act 1953. The function of approving regulations was transferred to the Chancellor of the Exchequer by article 3(1) and paragraph 8(b) of Schedule 1 to the Transfer of Functions (Registration and Statistics) Order 1996 (S.I. 1996/273).
