The Secretary of State, in exercise of the powers conferred on him by sections 7, 10, 22 and 31 of the Misuse of Drugs Act 1971M1, after consultation with the Advisory Council on the Misuse of Drugs in accordance with section 31(3) of that Act, hereby makes the following Regulations:
