The Secretary of State, being a Minister designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to measures relating to the regulation and control of the transit, import and export of waste (including recyclable materials) and the prevention, reduction and elimination of pollution caused by waste, in exercise of the powers conferred on him by section 2(2) of that Act, section 17 of the Control of Pollution Act 1974(3), section 62(1) to (3) of the Environmental Protection Act 1990(4) and of all other powers enabling him in that behalf, hereby makes the following Regulations:

1974 c. 40; section 17 is prospectively repealed by Part II of Schedule 16 to the Environmental Protection Act 1990 (c. 43).

1990 c. 43; section 62 was amended by paragraph 80 of Schedule 22 to the Environment Act 1995 (c. 25).
