The Secretary of State for Transport in exercise of the powers conferred by sections 74 and 143(1) and (2) and 146(6) of the Local Government Finance Act 1988(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:

1988 c. 41; section 74 (and other provisions referred to in that section) was amended by section 139 of, and Schedule 5 to, the Local Government and Housing Act 1989 (c. 42)
