(This note is not part of the Regulations)
These Regulations implement Council Directive No. 82/806/EEC (O.J. They also prohibit the supply of substances for making balloons which contain benzene in excess of a specified concentration. They supersede regulation 2(a) and (b) of the Novelties (Safety) Regulations 1980, which prohibit the supply of any kit for making balloons where any substance from which the balloons are to be made contains benzene and the supply of any substance containing benzene which is intended for making balloons.
