Coming into operation
at 4.00 a.m. on 18th January 2021
1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel) (Amendment No. 4) Regulations (Northern Ireland) 2021 and shall come into operation at 4.00 a.m. on 18th January 2021.
(2) In these Regulations, “the principal Regulations” means the Health Protection (Coronavirus, International Travel) Regulations (Northern Ireland) 2020(3).
2.—(1) The principal Regulations are amended as follows.
(2) In regulation 4(12), omit sub-paragraphs (cb), (cc), and (cd).
(3) In part 2 of Schedule 2 (persons not required to comply with regulation 4), omit paragraphs 40, 40A, 41, and 42.
(4) In Schedule 3 (exempt countries, territories and parts of countries or territories), for the entries, substitute “No countries, territories or parts of countries or territories are specified in this Schedule”.
3. In relation to any person who arrived in Northern Ireland on or after 10th July 2020 and before the coming into operation of any amendment made by regulation 2 the principal Regulations apply as if that amendment had not been made.

These Regulations amend the Health Protection (Coronavirus, International Travel) Regulations (Northern Ireland) 2020 (S.R. 2020 No. 90) (“The principal Regulations”) to remove all countries, territories or parts of countries or territories from the list of exempt places, in Schedule 3, from which passengers arriving in Northern Ireland are not required to self-isolate. From 4.00am on 18th January 2021, anyone arriving in Northern Ireland from outside the common travel area will be required to self-isolate (by regulation 4 of the principal Regulations) unless specifically exempt.
These Regulations also remove the exemptions in Schedule 2 which apply to persons engaged in film, advertising production or high end television, persons engaged in television production, those involved in the national lottery contract and journalists.
No impact assessment has been prepared for these Regulations.
