In this Act unless the subject or context otherwise requires—
The expression " congested district " means any crofting parish or crofting parishes, or any area in a crofting parish or crofting parishes, denned by the Commissioners under this Act, which they shall, having regard to the population and valuation thereof, determine to be a congested district.
The expressions " crofter ," " cottar, " and " crofting parish " have the meanings assigned to them in the [49 & 50 Vict. c. 29.] Crofters Holdings (Scotland) Act, 1886.
