391.The Lord Chancellor will appoint a President and has the authority to appoint other members to the Tribunal. Only those with appropriate legal qualifications can be appointed. The Lord Chancellor can also appoint one or more members of the Tribunal to be its deputy President, who will act when the President is absent, and will undertake other duties delegated by the President.
