2. In this scheme—
“relevant mentally disordered offender” means, in relation to the victim of an offence, a person in respect of whom—
a hospital order with a restriction order has been made by a court dealing with that person for that offence, or
a transfer direction and a restriction direction have been given in respect of that person while that person is serving a sentence of imprisonment in respect of that offence.
