17. Evidence that the conflict related injury condition is met can only be submitted if it is in the form of a report from—
(a)a member of the Police Service of Northern Ireland,
(b)a health care professional within the meaning of section 11C(6) of the Welfare Reform Act (Northern Ireland) 2007(1), or
(c)a body providing services and support to victims and survivors which is in receipt of a grant under Article 10 of the Victims and Survivors (Northern Ireland) Order 2006(2).
