4Gosod ardoll: dynodi personau sy'n atebolLL+C

(1)Caiff Gweinidogion Cymru osod ardoll neu ardollau yn unol â'r adran hon er mwyn cwrdd â chostau a dynnwyd neu sydd i'w tynnu wrth—
(a)hybu unrhyw un neu fwy o'r amcanion;
(b)arfer swyddogaethau eraill sy'n berthnasol i'r diwydiant cig coch; ac
(c)darparu fel arall wasanaethau sy'n berthnasol i'r diwydiant cig coch.
(2)Ni cheir defnyddio ardoll sydd wedi ei thalu gan bersonau mewn perthynas â gweithgareddau yn y sector gwartheg, y sector defaid neu'r sector moch at ddibenion cwrdd â chostau a dynnwyd neu sydd i'w tynnu yn benodol mewn perthynas â sector arall.
(3)Caiff Gweinidogion Cymru osod ardoll—
(a)ar gigyddwyr os (a dim ond os) yw cigyddwyr wedi eu dynodi, drwy orchymyn gan Weinidogion Cymru, yn rhai sy'n atebol i dalu ardoll o dan y Mesur hwn; a
(b)ar allforwyr os (a dim ond os) yw allforwyr wedi eu dynodi, drwy orchymyn gan Weinidogion Cymru, yn rhai sy'n atebol i dalu ardoll o dan y Mesur hwn.
(4)Caiff Gweinidogion Cymru osod ardoll ar bersonau sy'n cyflawni gweithgaredd cynradd os (a dim ond os) yw'r gweithgaredd cynradd hwnnw wedi ei ddynodi, drwy orchymyn gan Weinidogion Cymru, yn weithgaredd sy'n agored i ardoll o dan y Mesur hwn.
(5)Caiff Gweinidogion Cymru osod ardoll ar bersonau sy'n cyflawni gweithgaredd eilaidd os (a dim ond os) yw'r gweithgaredd eilaidd hwnnw wedi ei ddynodi, drwy orchymyn gan Weinidogion Cymru, yn weithgaredd sy'n agored i ardoll o dan y Mesur hwn.
(6)Yn yr adran hon—
ystyr “gweithgaredd cynradd” (“primary activity”) yw bridio, cadw, prosesu, marchnata neu ddosbarthu gwartheg, defaid neu foch (ond nid yw'n cynnwys cigydda neu allforio gwartheg, defaid neu foch);
ystyr “gweithgaredd eilaidd” (“secondary activity”) yw gweithgaredd—
(a)sy'n cael ei gyflawni mewn cysylltiad â'r diwydiant cig coch;
(b)nad yw'n gigydda nac yn allforio gwartheg, defaid neu foch; ac
(c)nad yw'n weithgaredd cynradd.
