The Department of Health, Social Services and Public Safety, in exercise of the powers conferred by Article 10(1), (3), (4) and (5) of the Fire Services (Northern Ireland) Order 1984 (1), and now vested in it(2) and with the approval of the Department of Finance and Personnel in accordance with Article 10(1) of that Order makes the following Order:
1. This Order may be cited as the New Firefighters’ Pension Scheme (Amendment) Order (Northern Ireland) 2013 and shall come into operation on 1st April 2013.
2. The Annex to the New Firefighters’ Pension Scheme Order (Northern Ireland) 2007 (3) (in which the New Firefighters’ Pension Scheme (Northern Ireland) is set out) is amended in accordance with articles 3 and 4.
3. In Chapter 1 of Part 11 (pensionable pay, pension contributions and purchase of additional service), in article 63(1) (pension contributions) insert “percentage” before “rate”.
4. For the table in paragraph 5 of Schedule A1 (pension contributions) substitute—

This Order further amends the New Firefighters’ Pension Scheme Order (Northern Ireland) 2007.
Article 3 inserts the word “percentage” to clarify the meaning of a provision amended by the New Firefighters’ Pension Scheme (Amendment) Order (Northern Ireland) 2012 (S.I. 2012/162).
Article 4 amends the Scheme to provide a different rate for pension contributions payable by members of the Scheme which increase according to the amount of pensionable pay which the member receives. The contribution rates are specified in the Table.
In addition, a new band of pensionable pay has been created so that those firefighters who earn more than £15,000 and up to and including £21,000 will pay a lower rate than those earning more than £21,000 and up to and including £30,000.
S.I. 1984/1821 (N.I. 11) Article 10(5) was amended by S.I. 1998/1549 (N.I.11) Article 4. Article 10 was continued by S.I. 2006/1254 (N.I.9) Article 60(1) and (2).

They aim to make the Statutory Rule accessible to readers who are not legally qualified and accompany any Northern Ireland Statutory Rule or Draft Northern Ireland Statutory Rule laid before the UK Parliament during the suspension of the Northern Ireland Assembly.
