The Department of the Environment makes the following Regulations in exercise of the powers conferred by section 28(6) of the Local Government Finance Act (Northern Ireland) 2011(1).
In accordance with section 44(1) of that Act, the Department has consulted councils, such associations representative of councils, such associations representative of officers of councils, and such other persons or bodies as appear to the Department to be appropriate.
1. These Regulations may be cited as the Local Government (Specified Bodies) Regulations (Northern Ireland) 2012 and shall come into operation on 1st April 2012.
2. The following bodies are hereby specified for the purpose of section 28(6) of the Local Government Finance Act (Northern Ireland) 2011—
(a)Employers’ Organisation for Local Government;
(b)Northern Ireland Joint Council for Local Government Services;
(c)Joint Negotiating Committee for Clerks/Chief Executives of Local Authorities in Northern Ireland;
(d)Local Government Training Group;
(e)Local Authorities’ Co-ordinators of Regulatory Services; and
(f)Local Government International Bureau.
3. The General Grant (Specified Bodies) Regulations (Northern Ireland) 2007(2) are hereby revoked.

These Regulations are made under section 28(6) of the Local Government Finance Act (Northern Ireland) 2011.
Regulation 2 specifies a number of bodies. In respect of expenditure incurred in any financial year in the provision of service for a council by those bodies, the Department of the Environment may defray that expenditure and deduct from the amount of any grant payable under section 26 (de-rating grant) or 27 (rates support grant) such amount (not exceeding the total of the expenditure so defrayed) as the Department of the Environment considers appropriate.
Regulation 3 revokes the General Grant (Specified Bodies) Regulations (Northern Ireland) 2007.

They aim to make the Statutory Rule accessible to readers who are not legally qualified and accompany any Northern Ireland Statutory Rule or Draft Northern Ireland Statutory Rule laid before the UK Parliament during the suspension of the Northern Ireland Assembly.
