181.This section provides that before directing two or more boards to merge, under section 47 of the Act, or to collaborate, under section 48of the Act, the Welsh Ministers must consult each member of the boards they intend to direct.
182.When giving such a direction the Welsh Ministers must publish a statement containing their reasons for giving it.
